Program 4 "Vulnerable Households" – Photovoltaic self-consumption with or without storage

Program 4 'Vulnerable Households,' funded by 0 with 10 M€ of European funds 1 2021-2027 and managed by 2, is aimed at households in a situation of high energy vulnerability. It allows financing photovoltaic installations with or without a battery. For individual self-consumption, the aid covers 95% of eligible costs and can reach 97% depending on environmental behavior and the location of the project. Shared self-consumption intended for vulnerable households can reach 100%. In particular, individual beneficiaries must be recognized as severely vulnerable consumers or at risk of social exclusion and benefit from the electric social bonus. The call to submit applications is not yet open.

Beneficiaries
Natural persons without economic activity, recognized as severely vulnerable consumers or at risk of social exclusion and beneficiaries of the electricity social bonus. For shared self-consumption: citizen energy communities in which at least 50% of associated consumers have the status of severely vulnerable consumer.
Amount
95 % — Total grantable costs of the investment directly related to the photovoltaic installation and, where appropriate, the storage (Individual self-consumption (4.2.1): 95% basic + 1 point if a CO2 emissions reduction of at least 30% is estimated + 1 point if the project is located in a demographic challenge municipality, that is, up to 97%. Shared self-consumption (4.2.2): 95% basic + 1 environmental point + 3 points for collective use + 1 point for a demographic challenge municipality, up to 100%.)
